Travel to Theed, and locate Pooja Naberrie:

• /way -5479 4467(Theed Palace).
  

Pooja Naberrie

When you talk to Pooja, she will give you 2 options:

• Report to Major Franchels - investigate a terrorist attack in Theed
• Help Hugo Eckener with a Dilemma

You have to do both of them to move on. You should get Hugo out of the way first before going to Major Franchels.
