The sith speeder bike is a one-person repulsorlift speeder bike produced by Razalon prior to the Battle of Naboo. This Sith-designed, crescent-shaped variant of the FC-20 is similar to the Bloodfin speeder flown by Darth Maul.
The vehicle is a special loot card found in random booster card decks of the Champions of the Force card game available with an active Star Wars Galaxies subscription.

From the Movies
A pared-down crescent-shaped conveyance, Darth Maul's Sith speeder was a very utilitarian craft stripped of all non-essential features to deliver the swiftest speeds possible. Deployed from the Sith Infiltrator, Maul's speeder bike traversed distances across land when use of his starship was deemed unnecessary. When searching for the escaped Queen Amidala of the Naboo, Maul used the Sith speeder to soar towards the Queen's starship on Tatooine. He lept from the moving vehicle and immediately engaged in a duel with Jedi Master Qui-Gon Jinn.
From the Expanded Universe
A modified Razalon FC-20 speeder, the Bloodfin lacked a sensor array, as Maul preferred to use his Sith probe droids or the Force to find his prey. It lacked any weapons, since Maul himself became a projectile behind the controls of the speeder, springing forth and surprising targets with a lightning-quick saber strike. Maul programmed the Bloodfin to decelerate and enter a "wait mode" should he suddenly dismount.
